It seems the debate over modes of transit in Clark County (bus vs. light rail & how either is paid for) could spoil the final CRC recommendation:

Another thing that I found highly interesting is if light rail is built, one of the proposed Downtown Vancouver alignments would use the same stretch of 7th St. that's currently (well, OK, until Sept. 29th) being used for 7th St. Transit Center. Supposedly, the reason it's closing is because the city wanted to use it for something other than transit use.

There is much opposition in Vancouver and Clark County to the present CRC proposal. I am starting to believe that Vancouver residents don't want Portlanders trying to herd them into decisions, like extending the MAX all the way through Clark Co. to I-205. Better downscale the plans to get along with our northern neighnors.
