Fear of Toll Blowback?

We remarked on Ron Sims' comments on tolling Seattle's Freeways.

Turns out there's a little more to the story. Apparently Sims commissioned a study (PDF, 1.1M) from Booz Allen Hamilton, that nicely makes the case.

But then he apparently tried to sit on it until after the November election, out of concern that it might scare voters from creating a regional transportation funding authority.
