After successfully introducing barrier pricing, London Mayor Ken Livingston now wants to adjust that charge based on a variable scale for emissions, in order to reduce greenhouse gases in the city.

The most expensive category for SUVs would run almost $50 per day!

I guess that depends whether the fee is based purely on carbon emissions, which is pretty directly linked to how much gasoline you consume, or other types of smog-forming and/or harmful emissions.

In Europe? I bet they're illegal anyways. The vast majority of scooters over there are brand-spanking new 4-stroke variety that put out very low emissions.

It's different over here, of course - but then EVERTYHING is grandfathered into the emissions testing, too.

Hmm, everything looks good except for the proposal to let electric vehicles off the hook. Maybe let 'em in for half-price, but not free. If it's truly a congestion charge, they take up space just like everybody else. Bicycles, sure -- they can just zip through traffic. But anything with an engine, electric or not, should be subject to the fee... ok, except for maybe electric motorbikes.
