Bike Part Not Often Seen in America

We spent yesterday getting a series of presentations on the development of the bicycle networks in Amsterdam and the Netherlands (40% bike mode split in Amsterdam, 27% nationally!).

While I compose a longer post on the topic, here's a little teaser. What is the purpose of the clear plastic panel that extends from the fender on this bike?

amsterdam is a bikey wet dream. i strongly, seriously considered emigrating. i chose portland instead, but there's a long way to go in the bike department. some of my own euro bike culture notes: http://todd.cleverchimp.com/bike/euro/eurobike.html

see the missing part on the Batavus in this picture. the very same piece is missing from Lydia's bike! must be a design flaw. hard to believe in a Dutch bike.

The skirt protector will also keep little heels out of the spokes when carrying a child. And todd - that same piece is missing on my bakfiets.
